Eight decades of British education policy — the exams, reforms and safeguarding rules imposed on the family from outside the front door — entered against the evidence for what each one actually did to the bond between a parent and a child.

How to read this. Every row pairs an education policy, ruling or event with a claimed effect on the parent-child relationship, tagged by evidence quality: established (documented in official statistics, court judgments or repeated studies), contested (real research or argument exists on more than one side), or correlational (the timing lines up; causation is not proven). Opening a row also shows a trust ripple — my own editorial estimate, not a measured statistic — of how that change likely felt for the parents living through it, and for the generation of children raised under it. Nobody surveyed a nation of parents in 1965 on how comprehensivisation felt; the ripple is informed judgment to argue with, not evidence. A third block, the Gen X take, is different again: a paraphrase of the recurring sentiment you'll actually find in parenting forums and threads — a read of a genre, not a quote from any real post or person.

Unlike the ripple estimates above, these two series are real government statistics, rounded here to the nearest whole figure — not tied to any single decision on this timeline, but the closest thing that exists to a running record of strain in the system parents and schools actually deal with.

What these charts actually show. Since the early 2010s, Ofqual has managed English exam grading through "comparable outcomes" — deliberately holding national results broadly stable year to year regardless of how hard any single paper felt, precisely so a cohort isn't rewarded or punished for exam difficulty. Both series drift upward through the 2000s (part of the long "grade inflation" debate that predates this page), then get pulled back down from around 2012 as Ofqual and the exam boards tighten boundaries — 2012 itself saw a well-documented row over GCSE English grade boundaries being moved mid-year, contested by schools all the way to a judicial review. That control broke down entirely when exams were cancelled outright in 2020 and 2021, top grades jumped sharply at both GCSE and A-level, and Ofqual then spent 2022 and 2023 deliberately steering results back down. In other words: these charts track grading policy, not a rise or fall in how hard the underlying exams actually were — the two are only loosely connected, and conflating them is a common source of family arguments over "how well" a child really did.

Separately, survey research from teaching unions and youth mental-health charities — including YoungMinds, the NASUWT and the National Education Union — has repeatedly found large majorities of teachers reporting a rise in exam-related pupil anxiety since the 2013–17 reforms. That is real, but it is self-reported survey data, not a tracked national statistic like the charts above, so it's kept separate and flagged as such rather than plotted alongside them.

The third chart, children's probable mental disorder rate, is included deliberately alongside the two grading charts so the trends can be compared directly — but comparison is not causation. Unlike the grade charts, this one isn't policy-managed, and its steepest rise (2020 onward) lines up with the pandemic and school closures at least as plausibly as with anything about exams specifically; NHS Digital's own surveys don't attribute the rise to any single cause. No suicide statistics are shown on this page: youth suicide counts in England are small enough that national statisticians caution against reading short-term trends into them, and pairing them with a specific policy area risks implying a causal link that isn't established. Draw your own conclusions from what's actually plotted here, not from what isn't.

The final chart follows the same cohort a few years further on: how many 16–24 year olds are in education, employment or training after leaving school, alongside the general youth unemployment rate. Both are driven far more by the wider economy — the 2008 financial crisis and 2011 peak dominate this chart more than any single exam-policy change — than by anything specific to grading. It's shown here as background, not as a verdict on any of the education decisions above.
